On the basis of instructions received from Pathya Pustak Adhikari, U.P., Lucknow, learned Standing Counsel submits that total books which were to be procured are 10.43 crores in number, out of which 8.43 crores have been supplied.
These instructions have been given to the office of learned Chief Standing Counsel by the Pathya Pustak Adhikari, U.P. Lucknow by means of the letter dated 14.10.2016 which is taken on record.
In the said instructions, it has also been indicated that the process of distribution of the books is still on.
We cannot appreciate such a situation. The academic session as per the scheme of the State Government itself starts from 1st April of every year. Six months time has already elapsed since the academic session commenced and till date total number of books have not been procured, what to say about their distribution.
Let Pathya Pustak Adhikari, U.P, Lucknow be present before this Court on 19.10.2016 with entire records indicating the current status of procurement and distribution of the books. He shall also indicate the aforesaid information districtwise.
