From  the  written    instructions    sent  by    the    District  Basic   Education  Officer,  Varanasi  dated  6.8.2015  and    19.8.2015, it   is    apparent  that  he  is    shifting    his  responsibility    of sending  recommendation  for    renewal    of    Coordinators    who were   working   at   different   Block   Resources   Centres. Submission  is  that  the  Block  Education  Officer  till  date  has not    submitted  satisfactory  report  with  regard  to  work  and conduct  of  the  Coordinators    who  has  worked  in  Block   Resources  Centre.    In  view  thereof,  the  recommendation   could  not  be  forwarded  to  the    District    Magistrate,  Varanasi.   It  is  further  stated    that  the  work  of    the  Block    Resources   Centre    are  being    affected  in  absence  of  the  Coordinators.   All   the    earlier   incumbents  are  working  in  their  parent institutions  and    are  discharging      duties  of    teacher    there. 

Be    that  as  it  may,  this    Court  finds    that    till  date,  there  is  no   consideration  on  the  renewal  application  of  19  petitioners   who   had   earlier   worked    as   Coordinators/Assistant Coordinators  at    various  Block    Resources  Centre  in  District Varanasi.  It  is  further  apparent  that  no  fresh  selection    or appointment  could  be  made  in  view  of  non-consideration  of renewal  of  these  Coordinators    and  the  work  of    Block   Resources    Centre  is  being    suffered  on  account  of    laxity  on the  part  of  the  Block  Education  Officer  or  the    District    Basic   Education  Officer,    Varanasi. The    District    Basic    Education  Officer,  Varanasi    is  directed   to  remain  present  in  the    Court  on  the  next  date  fixed  i.e. 9.10.2015  to  explain  his  conduct.

The  District    Magistrate,  Varanasi    is  also    directed  to  look   into  the  matter    personally    and  submit  a  report  on  the  next date  fixed.

Put  up  on  9.10.2015  in  the  additional    cause  list.

Learned    Standing  Counsel  shall  communicate  this  order within  24  hours.
